Building a Trail for Generations
As of September 1, 2026, construction on the Pony Hollow Trail extension near Elkader is moving forward—and C.J. Moyna & Sons is proud to serve as the project’s prime contractor.
The project will extend the trail along the east side of Iowa Highway 13, helping connect the existing trailheads into a continuous loop. Rather than placing bicyclists directly alongside highway traffic, the new route crosses property owned by John and Doris Moyna. The result will be a safer, quieter and more scenic experience for everyone who uses the trail.
Progress on the North Section
Construction is divided into north and south sections.
The north section is nearing completion, with roughly one more week of rough grading anticipated. Grass has already been planted in areas where grading is finished, helping stabilize the ground and begin restoring the surrounding landscape.
Our paving subcontractor, Wicks Construction, is evaluating whether the north section can be paved before the end of the year. That schedule has not yet been confirmed, but the grading work is progressing well.
Finding the Best Route Forward
The south section presents a more complex challenge.
John Moyna has proposed an alternate alignment from the route shown in the original engineered plans. The proposed route could produce meaningful savings for Clayton County and the State of Iowa, which are funding the project.
A value-engineering proposal has been submitted to the Iowa Department of Transportation for review. Construction on this portion cannot proceed until the Iowa DOT, Clayton County and C.J. Moyna & Sons have worked through the proposal and agreed on the best path forward.
We are hopeful that process can be completed within the next four to eight weeks.
A Bridge with a Second Life
One of the project’s most exciting features may be a new bridge over Grape Avenue, commonly known locally as Airport Road.
The original design called for trail users to cross the gravel road at ground level, with a small paved section at the crossing. That raised concerns about vehicles carrying loose gravel onto the concrete trail.
To create a safer and more enjoyable crossing, C.J. Moyna & Sons has proposed donating a bridge built with reclaimed beams that once carried traffic over Interstate 35. The Iowa DOT has approved the reuse of the beams, and a local bridge builder has provided a proposal to erect the structure.
The bridge is still awaiting final approval, but we are optimistic that it will move forward. If approved, it will give durable materials a second life while creating a memorable feature for the trail.
A Lasting Investment in Clayton County
The completed Pony Hollow Trail extension will be more than another construction project. It will become a lasting community asset—one that encourages recreation, improves safety and allows people to experience the natural beauty surrounding Elkader.
This trail will serve not only today’s residents but generations to come. We are grateful to have a front-row seat in its development and to play a direct role in building something our community can enjoy for decades.
